Joe Neubert serves as Secretary of WNC-MOAA. A West Point graduate, Joe served in the U.S. Army from 1979–1984 as an Engineer Officer, attaining the rank of Captain. His assignments included three years with the 94th Engineer Battalion, 18th Engineer Brigade, in West Germany and one year with the 1st Engineer Battalion, 1st Infantry Division, at Fort Riley, Kansas.

Following his military service, Joe spent 32 years with Corning Incorporated in a variety of manufacturing and engineering assignments in New York, Ohio, and Taiwan. Joe and his wife, Debbie, moved to Flat Rock in 2019 for their retirement. He became involved with WNC-MOAA out of a desire to give back through volunteer service, particularly in support of veterans in need of a helping hand.
